Second, health indicators are worse than the rest of the United States. Third, the Medicaid and Advantage programs, both federally funded, cover more than half the population and face future funding challenges. Fourth, the island is experiencing a significant decline in its medical workforce. This is due to the migration of physicians to the United States, particularly specialists and sub-specialists, and, on the other hand, those who are organically retiring from their practices for various reasons, including age.
