  • Salvador F. Rovira Rodriguez Esq. LLM

    President/ CEO

    Salvador F. Rovira is the CEO and Executive Chairman of CredeMtia, and the Founder of RR Group, a conglomerate of healthcare companies specializing in transforming the healthcare industry through world-class software solutions. Rovira brings over 25 years of healthcare industry experience involving Design and Analysis of Strategy and Solutions, Corporate Compliance and Risk Management, and Corporate Law and Contracts.

    The entrepreneur is a Healthcare Law professor at the Pontifical Catholic University in Puerto Rico and the former president of the Southern Puerto Rico Chamber of Commerce and Southern Puerto Rico Economic Development District Organization, Inc.

    Salvador has a master’s degree in Healthcare Law from Loyola University in Chicago.

  • Dr. Jose Pelayo, DC

    Chairman of the Board

    Founder, Chief Executive Officer, and PNS Board Member, is an entrepreneurial executive with a successful history of developing and operationalizing innovative business models, organizational structures, and strategic plans in the healthcare industry. He has nearly three decades of experience across several areas within the healthcare environment, focusing on the sectors of Practice Management, Management Service Organizations (MSOs), Medicare Advantage Organizations, and Third-Party Administration.
    Dr. Pelayo received his Doctorate Degree from New York Chiropractic College. He developed seven Medical and Chiropractic practices throughout South Florida, which he would later expand to become affiliated practices of the MSOs.
    As one of the founders and a Board Member of PNS, he is actively involved in the company’s overall strategic direction. Under his leadership, PNS has increased and enhanced its specialty network offerings serving over 1.6 million lives on behalf of many of the major health plans in Florida and as a major player in the Puerto Rico market (PNS-PR).

  • Nardy Delgado, JD, MHSA

    Board Member

    Nardy Delgado, Esq. is the Chief Operating Officer for CredeMtia. Delgado has more than 10 years of executive leadership in healthcare technology and services. His expertise in management, operations, contracting and network administration, strategic development of network providers and clinical strategies has influenced growth by expanding servicing contracts and positioning CredeMtia as the leading provider to offer healthcare operations software and services in the Caribbean. Delgados’s software development background includes leading initiatives such as Pay-for-Performance, Alternative Payment Methods for Hospitals and Physician Training, among others.

  • Juan A. Borrego

    Board Member

    Juan A. Borrero brings more than 30 years of experience as an executive in numerous multinational healthcare corporations, including the healthcare insurance industry. Borrero leads the Medicare Advantage division, which currently serves 26,000 patients, and is responsible for scaling infrastructure, and driving successful strategic alliances. He also oversees the HEDIS unit and the Provider Network Solutions of Puerto Rico. Prior to joining CredeMtia, Juan worked as an administrative partner for a management services organization (MSO) in South Florida and Puerto Rico.

  • Rafael A. Toro, CPA

    Board Member

    As the Chief Financial Officer for CredeMtia, Rafael A. Toro oversees all aspects of finance, including planning, reporting and operational controls. He works closely with primary healthcare professionals to identify new opportunities to enrich the solutions CredeMtia offers its customers. Rafael, who brings more than 16 years of experience in the healthcare industry, also leads the Medicare Humana Health Plan division. He previously held strategic planning and corporate development positions at Medicaid, where he contributed to the conversion from a TPA contract to a fully insured model and helped drive the company’s profitability.
